2018年可持续发展新趋势报告会，今天在北京召开。我谨代表中国企业联合会、中国企业家协会,对大会的召开表示热烈祝贺,向参加会议的各位理事、会员代表和工商界的朋友们表示诚挚的欢迎！
在刚刚闭幕的博鳌亚洲论坛2018年年会上，中国国家主席习近平发表题为《开放共创繁荣，创新引领未来》的主旨演讲，鲜明指出：改革开放这场中国的第二次革命，不仅深刻改变了中国，也深刻影响了世界！中国的可持续发展是通过改革开放要实现的重要目标。本次报告会将主题确定为“新时代深化改革开放与企业可持续发展”，对于引导广大企业深入思考可持续发展的新形势、新特点，在深化改革开放进程中将企业可持续发展提高到新的水平，具有重要的现实意义。
十八大以来，在中国党和政府的坚强领导和全社会的共同努力下，我国经济社会可持续发展取得明显进步。通过供给侧结构性改革扎实推进“三去一降一补”，退出钢铁产能1.7亿多吨、煤炭产能8亿吨；通过优化能源结构，煤炭消费比重下降8.1个百分点，清洁能源消费比重提高6.3个百分点，71%的煤电机组实现超低排放；通过实施“中国制造2025”，推进工业强基、智能制造、绿色制造等重大工程，先进制造业加快发展；通过结构优化升级，经济增长实现由主要依靠第二产业带动转向依靠三次产业共同带动，新业态新模式异军突起，新兴产业蓬勃发展；通过加强生态环境保护，单位国内生产总值能耗、水耗年均下降20%以上，森林面积增加1.63亿亩，沙化土地面积年均缩减近2000平方公里。刚刚过去的2017年，全国万元国内生产总值能耗比上年下降5.6%，碳排放强度等许多环保指标超过了原定目标，细颗粒物（PM2.5）未达标地级以上城市平均浓度比上年下降5.9%。呈现出生态文明建设稳步提升、经济发展和生态环境保护协同并进的良好局面。
去年10月召开的中共十九大宣告中国特色社会主义进入了新时代，建设美丽中国已经成为中国社会的广泛共识和共同愿景。在发展过程中，中国在可持续发展领域仍面临不少困难和问题，需要下大气力加以解决。最突出的表现是，大气污染治理的工作实效明显落后于人民群众的迫切期待，2017年全国监测的338个地级以上城市中，空气质量未达标的城市仍然高达70.7%，“蓝天保卫战”在很多区域仍将持续。
中国第十三届全国人民代表大会第一次会议通过了宪法修正案，生态文明建设的地位更加凸显；会议批准了国务院机构改革方案，决定组建自然资源部和生态环境部。这两个新机构的组建非常鲜明的表达了我国党和政府对可持续发展的高度重视。这对于抓住深化改革的有利契机，不断破除体制机制弊端，大力推动经济社会可持续发展，提供了有力的制度和组织保障。
企业作为国民经济的微观基础，在可持续发展中发挥着基础性作用，需要妥善处理发展的眼前利益和长远发展的关系，算好经济利益和社会效益的大账，勇于开拓、勇于担当，创新发展模式，努力将高质量发展的要求落到实处。借此机会，我谈几点看法，供大家参考。
1.顺应新形势新要求，牢固树立生态环保的底线思维
3月28日召开的中共中央全面深化改革委员会第一次会议强调，为推动环境保护督察向纵深发展，下一步要以解决突出环境问题、改善环境质量、推动经济高质量发展为重点，夯实生态文明建设和环境保护政治责任。生态环境部成立伊始就联合相关部门全面启动自然保护区监督检查专项行动、重点区域大气污染综合治理攻坚等七大专项行动，并计划用3年左右时间，完成第二轮中央环保督察全覆盖。2020年年底前，我国将全面完成全国生态保护红线划定和勘界定标，基本建立生态红线保护制度。生态保护红线已经成为国家意志，生态环保治理是企业发展的刚性约束。广大企业对此要切实增强使命感和责任，牢固树立底线思维，将绿色发展理念贯彻发展思路和规划的方方面面。要充分发挥主体作用，强化制度建设，自觉接受社会监督，不断将自身可持续发展推上新的台阶。
2.强化资源重组整合，推动结构优化
推进供给侧结构性改革是实现我国经济高质量发展的必由之路。广大企业要着眼长远，脚踏实地，着力推动结构优化升级。要强化资源重组整合和并购重组，加大落后产能和僵尸企业的清理力度；全方位推进降本节支，提升经营业绩，不断发掘“增长点”；加大设备技术改造更新，通过流程优化和再造，提高生产效率和产品合格率；加大新产品开发力度，加快产品结构调整，推进市场结构转型提升。国机集团通过改革和完善管理机制成功重组陷入经营困境的中国二重，三年实现扭亏为盈，使得中国二重重新恢复造血机能，焕发新的生机与活力。中电熊猫集团通过停业、转让、合并、清算等多种方法并举，集中资源做强主业，2007-2017年累计清理下属企业150户，减少企业层级2级；同时累计投资500亿元，新增45家企业，实现产品装备的升级换代和产业转型升级。实践表明，只有扎实推进资源重组整合，实现资产更良，结构更优，企业发展才能更加可持续。
3.强化创新驱动，推进绿色低碳发展
创新是引领发展的第一动力，绿色低碳是永续发展的必要条件，必须将两者有机结合，形成企业可持续发展的强大合力。要积极构建面向绿色消费的全球产业链，开展绿色制造的共性技术研究，为绿色低碳生产提供关键技术支撑；顺应消费观念和生产方式的转变，研究开发一批体现绿色低碳科技的节能、节水、低污染、可再生、可回收的绿色产品；通过绿色制造关键工艺和装备的创新应用，提升重大装备自主保障能力，形成绿色制造的技术体系和自主创新能力；与产业链上下游协作组建绿色发展联合体，推进绿色发展的系统集成；及时跟踪绿色发展的新规则新标准，组织重点难点环节技术攻关，在新性能新标准实施的过程中抢占先机。协鑫集团通过新材料、新工艺、新技术的突破，不断推出有竞争力的绿色能源产品和综合能源解决方案，打造国际领先的光伏全产业链集成商。北新建材从绿色原料、绿色生产、绿色产品，到绿色运输、绿色建造、绿色应用、绿色回收，打造全生命周期的绿色建筑产业链。他们是创新引领和绿色低碳有机结合的典范，值得更多的企业学习。
4. 强化管理提升，全方位推进节能减排
管理提升是企业发展永恒主题，要将节能减排管理贯穿于企业活动的各个领域和各个环节,并作为企业生产经营的主要指标加以考核。要通过对标管理等现代管理手段不断优化业务流程和提高设备运行效率，对重要运行参数进行监督、调整和评价，力争使能源资源消耗达到最佳值；积极推进节能减排综合升级改造，使企业内外资源得到优化配置、废弃物得到有效利用，构建产业间的循环经济产业链；以新一代信息技术为基础推进数字化生产，全面提升企业能耗和排放的感知、预测、协同和分析能力；大企业要充分利用产业链的核心地位，以绿色供应链为抓手，带动上下游企业协同推进节能减排。

新时代开启了中国建设现代化强国的新征程。面向未来，企业的可持续发展面临崭新的机遇。我相信，只要我们积极作为，脚踏实地，真抓实干，就一定能够在深化改革开放的进程中，将中国可持续发展事业不断推向前进。

The 14th Conference on Latest Trends of Sustainable Development in 2018 is convened in Beijing today. Hereby, I sincerely express my warm congratulations to the convening of the conference and cordial welcome to all participating directors, member representatives and business friends on behalf of China Enterprise Confederation (CEC for short) and China Enterprise Directors Association (CEDA for short)!
Chinese President Xi Jinping made a keynote speech entitled “Openness for Greater Prosperity, Innovation for a Better Future” at the Boao Forum for Asia Annual Conference 2018 which was concluded recently. In the speech, he clearly pointed out that the reform and opening-up policy, as the second revolution of China, not only changed China’s status profoundly, but also deeply affected the whole world. China’s sustainable development is an important goal of the reform and opening-up. Themed on “Deepening Reform and Opening-up, and Corporate Sustainability in the New Era”, the conference is of practical significance for all enterprises to thoroughly keep abreast of the latest trends and new features of sustainable development and to bring the sustainable development of enterprises to a new level in the process of deepening reform and opening-up.
Since the 18th National Congress of the Communist Party of China, under the firm leadership of CPC and Chinese government, and with the joint efforts of the whole community, remarkable progress has been achieved in economic and social sustainable development. Through structural reform of supply chain, we steadily promoted capacity reduction, de-stocking, deleveraging, cost reduction and improvement of weak links. To be specific, we eliminated steel capacity of over 170 million tons and coal capacity of 800 million tons; decreased coal consumption by 8.1 percentage points, improved clean energy consumption by 6.3 percentage points and realized ultralow emission for 71% of coal power units through the optimization of energy structure; promoted such major projects as enhancing the foundation by industry, intelligent manufacturing and green manufacturing by implementing “Made in China 2025, and accelerated the development of advanced manufacturing industry; turned from mainly driving the economic growth by the secondary industry to jointly driving by service industry through structure optimization and upgrading, with rapid rising of new format and new mode and prosperity of emerging industry; reduced energy consumption and water consumption per unit of GDP by over 20% on average yearly, increased forest area by 163 million mu and decreased the area of desertified land by nearly 2,000 square kilometers on average every year through strengthening ecological environmental protection. In 2017, the energy consumption for every RMB 10,000 of China's GDP reduced by 5.6% compared with last year, carbon emission intensity and other environmental indicators were higher than the intended goals, and the average concentration of fine particles (PM 2.5) in prefecture-level cities and above that do not reach the standard reduced by 5.9% compared with last year. On the whole, stable promotion in ecological civilization construction and mutual advancement of economic development and ecological environmental protection were achieved.”
The 19th CPC National Congress held in October last year marked that socialism with Chinese characteristics has entered a new era, and building a beautiful China has become an extensive consensus and common vision of Chinese society. In the process of development, China is still facing many difficulties and challenges in sustainable development, which should be solved with great efforts. A prominent problem is that the actual effect of air pollution control falls far short-level cities and above under supervision represented unqualified air quality throughout the country. It is worth mentioning that the constitutional amendment was adopted at the 1st Session of the 13th NPC, indicating that the construction of ecological civilization is becoming more and more significant. The plan for institutional reform of the State Council which proposes to establish the Ministry of Natural Resources and Ministry of Ecology and Environment was also approved at the session. The establishment of the two institutions obviously indicates that great importance has been attached to sustainable development by the government. It provides a powerful system and organizational guarantee for overcoming shortages of systems and mechanisms and vigorously promoting economic and social sustainable development by seizing the opportunity of deepening reform.
As the micro foundation of national economy, enterprises play a fundamental role in sustainable development, and should keep a balance between immediate interests and long-term development as well as economic interests and social interests, strive to exploit and take responsibilities, innovate development pattern, and try to implement the requirements of high-quality development. Now I would like to take this opportunity to share my opinions with all of you for reference.
1. Firmly establishing the bottom-line thinking of ecological environmental protection in accordance with new situation and new requirements
The First Session of the Central Commission for Comprehensively Deepening Reform held on March 28 stressed that, to promote environmental protection supervision to further develop, we should focus on solving environmental issues, improving environmental quality and driving high-quality development of economy in the next step, and strengthen the political responsibility of ecological civilization construction and environmental protection. Upon establishment, the Ministry of Ecology and Environment has cooperated with relevant departments to comprehensively start seven special actions such as special monitoring and inspection action for nature reserves and comprehensive treatment for air pollution in key regions, and plans to complete the second round of central environmental protection supervision in about three years. By the end of 2020, China will comprehensively complete the delimitation of red line and calibration of boundary settlement for ecological protection throughout the country, thus basically establishing the protection system of ecological red lines. Generally speaking, as China has been determined to establish the red lines for ecological protection, ecological and environmental protection and control has become the rigid constraint of enterprise development, to which all enterprises should attach great importance. They should strengthen the senses of mission and responsibility, establish the bottom-line thinking firmly, and incorporate the green development concept into development ideas and plans. They should give full play to their crucial role, strengthen system construction, accept the supervision from the public consciously and make new achievements in sustainable development constantly.
2. Strengthening resource reorganization, and promoting structure optimization
Promoting the supply-side structural reform is the only way to achieve high-quality economic development in China. Enterprises should focus on promoting the optimization and upgrading of economic structure from a long-term perspective and in a down-to-earth attitude. Enterprises should also strengthen resource reorganization and merger and acquisition, eliminate outdated capacity and close down zombie enterprises, comprehensively reduce cost, improve operation performance, and seek growth points; promote technical transformation and updating of equipment, and improve production efficiency and product qualification rate through process optimization and re-engineering; promote new product development, accelerate product structural adjustment and drive the transformation and promotion of market structure. Take China National Machinery Industry Corporation for example. Through reform and perfecting management mechanism, the corporation successfully reconstructed its subsidiary China National Erzhong Group Co., Ltd., turned it into a profitable company in three years and brought new vitality to the company. Besides, by means of enterprise closedown, transfer, merger and liquidation and pooling resources to strengthen main business, CEC Panda Group disposed of 150 subordinate enterprises and reduced two corporate levels from 2007 to 2017. It also invested RMB 50 billion to establish 45 enterprises, thus achieving the updating and upgrading of products and equipment and industrial transformation and upgrading. The practice shows that an enterprise can achieve sustainable development only by steadily promoting resource reorganization and optimizing assets and structure.
3. Strengthening innovation power and promoting green and low-carbon development
Innovation is the first power of development, and green and low-carbon is essential to sustainable development, therefore only their organic integration can form the mighty resultant force for sustainable development of enterprises. It is necessary to actively build a global industry chain for the green consumption and carry out generic technology research of green manufacturing, to provide key technical support for green and low-carbon production; adapt to change of consumption concept and production mode to develop a batch of energy-saving, water-saving, low-pollution, reproducible and recyclable green products embodying green and low-carbon technology; promote the autonomous guarantee capability of major equipment through the innovative application of key technology and equipment of green manufacturing, form the technology system and independent innovation ability of green manufacturing; establish green development consortium by cooperating with the upstream and downstream of industry chain to promote the system integration of green development; timely track new rules and new standards on green development, strive to make technological breakthrough in key and difficult links and seize the opportunity during the implementation of new performance and standards. Based on breakthroughs in new materials, new process and new technology, GCL Group constantly launches competitive green energy products and comprehensive energy solutions, thereby growing to a world-leading photovoltaic full industry chain integrator. BNBM Group creates a full life-cycle green building industry chain from green raw materials, green production and green products to green transportation, green construction, green application and green recycling. They are the models in organic integration of innovation-led, green and low-carbon development, setting up a good example for other enterprises.
4. Enhancing management improvement, comprehensively promoting energy conservation and emission reduction
Management improvement is an eternal theme for enterprise development. Enterprises should implement energy conservation and emission reduction management in all fields and links of enterprise activities, and take energy conservation and emission reduction management as a key index for assessing its production and operation. Enterprises should also continuously optimize their business process and improve the operation efficiency of equipment by benchmarking management or other modern management means, and supervise, adjust and assess important operating parameters, in an attempt to minimize energy resource consumption; actively promote comprehensive upgrading and transformation of energy conservation and emission reduction, so as to optimally allocate internal and external resources of enterprises, effectively utilize wastes and build an industry chain of circular economy among industries; promote digital production based on a new generation of information technology, comprehensively improve the enterprises' ability of perception, prediction, collaboration and analysis for energy consumption and emission. Large enterprises should drive the upstream and downstream enterprises to work together to promote energy conservation and emission reduction by means of core industrial chain and green supply chain.

China has embarked on a new journey of building a modern powerful country in the new era. In future, enterprises will face new opportunities in sustainable development. I believe, as long as we take active measures, come down to earth and work hard, we will push forward sustainable development of China in the process of deepening reform and opening-up.
